In other words, Happy Water Festival. The Southeast Asian Water Festival, a Lowell institution since 1997, takes place tomorrow along the banks of the Merrimack River on the Vandenberg Esplanade. There will be continuous entertainment from the stage at the Sampas Pavilion and plenty of food and merchandise vendors. Community groups and businesses will also have information booths set up. Of course one of the highlights is the boat races which take place throughout the day. In the past, this event has attracted tens of thousands of people, many from Lowell but also many from across the region and the world. With the weather forecast predicting another fine day tomorrow, this year should also have an excellent turn out.
