Lowell City Council Meeting: November 8, 2016

Moment of silence for Walter Bayliss, who passed away on November 1, 2016.

Report on fees city charges. Manager Murphy highlights fee for registering foreclosed properties. It has been $100 per year. Proposes raising it to $1000 per year to create added incentive on banks to quickly sell foreclosed properties. Requests that this report be referred to the council finance subcommittee for a full presentation.

Joseph Banh and Christine Khem appointed to Lowell Cultural Council.

Vote to declare surplus building at 16 Hampshire Street and then demolish it. This is a former water department building. Manager explains the city is issuing an RFP for demolition which they want to do in the spring. Immediately after that, Mill City Grows will transform the site into a community garden.

Report on Zoning Subcommittee meeting. Committee chair Councilor Milinazzo said the subcommittee spent an hour on it tonight and will schedule another, longer meeting in the near future. They are committed to review the proposed changes with neighborhood groups throughout the city before any final action is taken.

Motion by Councilor Elliott requesting Veterans Commission find a way to honor the late Walter Bayliss.
