Richard Howe was elected
mayor on the fifth ballot with the votes of Paul Tsongas, Brendan
Fleming, Philip Shea, Leo Farley and himself, defeating Armand LeMay.

City Manager Charles Gallagher
retired in August 1970.
He was replaced by James Sullivan, former city manager of Cambridge.

The school committee
consisted of new-comers Ernest Herrman and Paul Robinson and
incumbents William Collins, George Kouloheras, Clement McDonough, and
Victor Forsley.

Incumbent school
committee member Thomas Sullivan failed to be re-elected.
