Lowell's history, two women would serve on the same city council
(incumbent Ellen Sampson and 21 year old Gail Dunfey).

Unsuccessful challenger
Thomas Crowley had previously served on the city council.

Ellen Sampson was
elected mayor on the 106th ballot cast during three different meetings
when Phil Shea withdrew his candidacy and voted for Sampson.
Shea, Richard Howe and Paul Tsongas had all attained four votes during
the lengthy process but could never gain the necessary fifth vote.

James Sullivan was city
manager.

On the school committee,
newcomers David Flanagan and Joseph Abrams joined incumbents Victor
Forsley, William Collins, Ernest Herrman and Clement McDonough.

committee members Paul Robinson and George Kouloheras failed to win
re-election.

By a margin of more than
2 to 1, Lowell voters rejected a charter commission's recommendation
to adopt a strong-mayor form of government for the city.
