Tarsy Poulios was
elected mayor on the second ballot when Robert Kennedy broke a first
ballot deadlock and voted for Poulios. On the first ballot,
Poulios had votes from himself, Gerald Durkin, Curtis LeMay and Bernie
Lemoine. Bud Caulfield received votes from himself and Richard
Howe. Kathleen Kelley received votes from herself and Richard
O'Malley. Kennedy had voted for himself.

City Manager James
Campbell resigned on September 6, 1991 to take the position of
commissioner of the state's Department of Industrial Accidents as part
of the William Weld administration.

Former Taunton Mayor Richard Johnson
was elected city manager on November 26, 1991 after 41 ballots.
The manager's election had evolved into a 3-3-3 vote deadlock between
Phil Shea (Poulios, Durkin, Rourke), Jim Milinazzo (Howe, Caulfield,
LeMay) and Johnson (Kennedy, Fleming, Kelley). On the 41st
ballot, Howe, Caulfield and LeMay switched to Johnson, giving him six
votes and the manager's job.

Local candidates for the
manager's position had included Brian Martin (then assistant city manager, former
councilor and mayor and successor to Johnson as manger), Jim Milinazzo (former head of Lowell Housing
Authority, subsequently elected to city council in 2003), Phil Shea
(former councilor, state representative, state senator), James Connors
(former city treasurer), Rosanne
Riddick (former assistant city manager) Paul Sheehy (former city
manager, state representative, state senator) and Mike McLaughlin
(former head of Lowell Housing Authority, former Middlesex County
Commissioner).

On the school committee,
incumbents George Kouloheras, Steve Panagiotakos, Ray Riddick, Kathryn
Stoklosa, & Regina Faticanti were joined by newcomer (and former
school superintendent) Henry Mroz.
