  • Bud Caulfield was elected mayor on the first ballot with votes from Richard Howe, Rita Mercier, Grady Mulligan, Larry Martin and himself.  Councilor Steve Gendron had four votes.

  • Richard Johnson resigned as city manager and on August 24, 1995, the council elected Brian Martin as city manager on the first ballot on a 9-0 vote.

  • Newcomers Bill Taupier and Bob Hoey joined incumbents Tim Golden, George Kouloheras, Kathryn Stoklosa and Regina Faticanti on the school committee.

  • School committee incumbents Michael Gallagher and James Kennedy did not seek re-election.

  • Unsuccessful school committee challengers included George O'Hare, Mike Hayden and Joe Mendonca.

  • On June 5, 1995, the American Hockey League awarded Lowell a new franchise that was to become the Lowell Lock Monsters.

  • On June 24, 1996, the newly created Lowell Spinners played their first-ever game at Alumni Field.
